Achieving Nursing Licensure

Foreign educated nurses wishing to immigrate to the United States must pass three standardized tests required by US immigration. These are the:

- Certificate of Graduates of Foreign Nursing Schools (CGFNS) or the NCLEX;
- The International English Language Testing Systems (IELTS) Exam - Academic Version or

- Test of English as a Foreign Language (TOEFL) and Test of Spoken English (TSE)

Please note that the CGFNS or NCLEX exam are required before an Immigrant Visa application can be submitted, however the English language tests can be completed while the Immigrant Visa is in process. Foreign educated nurses working in the United Kingdom (UK) can take the CGFNS, IELTS - Academic Exam, or TOEFL and TSE exams in the UK.



Writing the NCLEX Exam in the United States

Since establishing an office in the UK, HealthStaff has been approached by many foreign educated nurses to facilitate the writing of the NCLEX exam in the United States. The NCLEX is a substitute for passing the CGFNS in the three-test immigration process. Although a foreign nurse can be approved to immigrate to the US having passed the CGFNS and the required English tests, the foreign nurse will be required to pass the NCLEX nurse licensing examination soon upon arrival in the US. It is for this reason that WorldWide HealthStaff Associates, at the urging of foreign nurses working in the UK, has organized the Career Advancement Program (CAP).

The CAP is an initiative of Worldwide HealthStaff Associates designed to encourage and assist foreign educated nurses currently in the United Kingdom to write the NCLEX exam in the United States. The ultimate goal is to expedite the immigration processing and nurse licensure of foreign educated nurses wishing to live and work in the US.

Writing the CGFNS Exam in London

The CGFNS exam is offered several times each year in Philippines. The cost of the CGFNS exam is $295.00US. The next exam dates are:

CGFNS Exam applications and further details are available online at www.cgfns.org or by contacting the HealthStaff office in Winnipeg (e-mail).

In order to obtain a CGFNS Certificate, applicants must pass the CGFNS Exam and the IELTS Academic Verision exam or the TOEFL English language test.

If you decide to write the CGFNS Exam in London, you will not be required to write the NCLEX exam until you have received your immigrant visa and arrived in the US.

CGFNS or NCLEX - What Should You Do

The most common question received from foreign educated nurses in the UK who have not previously obtained a CGFNS Certificate is whether they should first write the CGFNS exam or apply directly to write the NCLEX Exam. The answer to this question depends on the individual, however both alternatives have certain pros and cons.

NCLEX
Once this exam is passed, you are not required to write it again to achieve US nursing licensure.
• Costs related to applying for the exam and travel to the US requires an investment of approximately $1200US.
• Application processing takes 4-6 months. NCLEX does not replace IELTS or TOEFL and TSE -one of these must still be completed in order to obtain a Visa Screen Certificate.
