Achieving Pharmacy Licensure

This is a summary of the Canadian licensure process for foreign trained pharmacists. The complete details are available on the web at Pharmacy Examining Board of Canada and Provincial Pharmacy Associations.

The ten provincial pharmacy associations each license pharmacists. To achieve standardization for interprovincial relocation of pharmacists, The Pharmacy Examining Board of Canada (PEBC) was established to evaluate a candidate's professional qualifications, documentation and clinical proficiency.

In addition to these national standards, each provincial association has additional regulations relative to communication skills, jurisprudence and clinical experience.

Pharmacy Examining Board of Canada (PEBC) Process


The two-step process to obtain a Certificate of Qualification is complex, but is well defined. The following is a brief summary of the steps.

Step 1 - Evaluation

 

The evaluation process is to confirm that a candidate has education qualifications similar to Canada. There are two parts to the evaluation process. The first part is a comprehensive document evaluation and the second part is an evaluating examination. After approval of the documentation, the examination can be written in London. Evaluating examinations are held twice yearly, every January and July.

Please note that candidates must submit an application to write the Evaluating Exam separate from the document evaluation process. This may be done concurrently if the deadline is near.

The examination is written in two parts over two days and is in a multiple-choice format. The passing grade is 60%.

Results are available three weeks after the examination.


The fees for document evaluation and the evaluating examination are approximately $1380.00 Canadain.

Step 2 - Qualification

Once candidates have successfully completed the Evaluating Examination they are eligible to write the Qualifying Examination. This examination is to access the professional competency of candidates. The qualifying examination is in two parts.

 

Part 1 is a written examination, in multiple-choice format, taken on two consecutive half days.

Part 2 is an "Objective Structured Clinical Examination" held later in the exam week. In summary it is a series of seven minute tasks to simulate actual clinical experiences.

Qualifying examinations are held twice yearly (every May and November) in major centers in Canada only.


Information and sample questions are available. Results are pass/fail and are available in 5 weeks.

The qualifying examination fee is approximately $1865.00 Canadian.

Candidates submitting documentation for evaluation to PEBC may submit form #100D which is returned to you to verify receipt of the documentation.  This form must be submitted with a stamped self-addressed envelope or an addressed envelope and an International Reply Coupon.

Provincial Licensure

Completion of the PEBC process is a prerequisite for provincial licensure.
